Dissapointed

I purchased the upgrade for this app on my ipad thinking it would transfer over to my iphone like all other apps but it didnt. Why? Ive tried syncing both devices and transferred purchases as well. Help would be appreciated as i really dont think its fair to ask customers to pay twice..
